Josephson Institute has issued a research report based on its study of the Rotary Youth Leadership Awards (RYLA) and Interact clubs. The research was conducted under the direction of Rotary International Director Paul Netzel.

The study concluded that both were good programs but could be made even better by effectively integrating other ethical principles with the Rotary values (The Four-Way Test). Therefore, further work has been authorized by Director Netzel. A Zone23 and 24 Ethics Task Force is being created to work with Josephson Institute in a multi-phase program that will develop critical core values and seamlessly integrate those values into RYLA and Interact.
The goal is to create a uniform program that will be used across both zones (and possibly all Rotary Zones in the future). The curriculum will be designed to make character development and the ethics of leadership a high priority. Professional materials clearly branded as Rotary will be developed and instructors will receive the necessary training. Finally, a full evaluation will conducted among instructors and students to measure the effectiveness of the program. A report will be issued to Rotary leadership upon completion.
